CDL Requirements in Arkansas
- Must be at least 18 years old for intrastate (within Arkansas) commercial driving.
- Must be at least 21 years old for interstate commerce or hazardous materials transport.
- Must be domiciled in Arkansas and provide proof of Arkansas residency.
- Must provide proof of citizenship or lawful status (U.S. birth certificate, passport, Certificate of Naturalization, or Permanent Resident Card). Social Security Number required.
- Must disclose all states where a license was held in the past 10 years.
- Must hold a valid Arkansas driver's license.
- Must obtain a Medical Examiner's Certificate from a provider on the FMCSA National Registry. As of June 23, 2025, DOT physical results are transmitted electronically to Arkansas. Must self-certify type of commerce (4 categories).
- Must pass the General Knowledge written test (80% passing) to obtain a CLP. CLP is valid for up to 1 year. Must hold CLP for at least 14 days before the skills test.
- Entry Level Driver Training (ELDT) is required for first-time Class A or Class B CDL, upgrades from B to A, and first-time Passenger (P), School Bus (S), or Hazmat (H) endorsements.
- Skills test: pre-trip vehicle inspection, basic vehicle control, and on-road driving. Administered by Arkansas State Police examiners at 6 troop locations or by approved third-party testers.
- Hazmat (H) endorsement requires a TSA background check and fingerprinting (allow 90+ days for processing). HME from another state does not transfer.
- CDL classes: Class A (combination vehicles 26,001+ lbs GCWR with towed vehicle over 10,000 lbs), Class B (single vehicle 26,001+ lbs GVWR), Class C (16+ passengers or hazmat). CDL is valid for 5 years.

Non-Domiciled CDL Information

Federal regulations on non-domiciled CDLs are changing rapidly. The information below reflects the latest known state actions.
Arkansas does not issue non-domiciled CDLs. Additionally, Arkansas enacted Act 604 (HB 1745), signed by Governor Sanders on April 14, 2025 (effective July 13, 2025), which specifically addresses non-citizen CMV operators. Under Act 604, possession of a valid foreign CDL without a valid work permit or work visa is a Class D felony (reducible to Class A misdemeanor if the driver subsequently presents valid documentation).
Under the FMCSA final rule published on February 13, 2026 (effective March 16, 2026), eligibility for non-domiciled CLPs and CDLs is now restricted to foreign-domiciled individuals holding specific, verifiable employment-based nonimmigrant statuses — specifically H-2A (agricultural workers), H-2B (non-agricultural workers), and E-2 (treaty investors) visa holders. This rule aligns the issuance of non-domiciled CDLs with FMCSA's statutory mandate to ensure the fitness of all CMV drivers, restoring the integrity of the CDL system and enhancing public safety.[FMCSA Final Rule]

Arkansas enacted Act 604 (HB 1745), signed by Governor Sarah Huckabee Sanders on April 14, 2025 (effective July 13, 2025), which establishes state-level English Language Proficiency requirements for commercial motor vehicle operators. The law requires CMV operators to demonstrate English proficiency sufficient to read road signs, understand traffic control devices, communicate effectively in emergencies, converse with the public, and respond to official inquiries. Penalties for non-compliance are $500 for a first violation and $1,000 for subsequent violations. While the law does not create a standardized state-level ELP test administered by the DMV, it serves as a conduct/enforcement standard assessed by law enforcement at the roadside. In addition, all Arkansas CDL holders are subject to federal ELP enforcement (effective June 25, 2025), which uses a two-step assessment — a conversational English interview followed by a traffic sign recognition test — with drivers who fail placed out of service under CVSA criteria.
