Combination vehicles over 26,001 lbs GVWR. Required for tractor-trailers, tanker trucks, flatbeds, and most long-haul jobs.

CDL Requirements in Rhode Island

- To obtain a Commercial Driver License (CDL) in Rhode Island, you must meet the following eligibility requirements:
- Must be at least 18 years old for intrastate (within Rhode Island) CDL operations.
- Must be at least 21 years old for interstate operations.
- Must provide proof of Rhode Island residency and original proof of U.S. Citizenship or Lawful Permanent Resident status.
- The RI DMV no longer accepts Medical Certification directly — the Medical Examiner must electronically submit certification to the FMCSA National Registry, which then forwards it to the RI DMV.
- Must self-certify one of four commerce types: Interstate Non-Excepted, Interstate Excepted, Intrastate Non-Excepted, Intrastate Excepted.
- CLP is required before obtaining a CDL. CLP is valid for 90 days. All knowledge tests must be passed within 90 days of application. CLP must be valid for at least 14 days before scheduling skills test.
- Knowledge tests administered at Cranston DMV headquarters only (8:30 AM
- 2:00 PM). Must pass General Knowledge exam first. If failed, must wait 5 business days before retesting.
- ELDT required for first-time Class A or Class B CDL (if CLP issued on or after February 7, 2022), and for first-time P, S, or H endorsements.
- New Rhode Island-specific requirement (effective June 13, 2025): training on recognition, prevention, and reporting of human trafficking is required for CDL programs.
- Skills test at 400 Romano Vineyard Way, North Kingstown, RI. Schedule at ridmvreservations.ri.gov. Cancellation must occur at least 48 hours before to avoid repaying test fee.
- CDL Classes: Class A (GCWR 26,001+ lbs, towed vehicle over 10,000 lbs), Class B (single vehicle GVWR 26,001+ lbs), Class C (16+ passengers or hazmat placarding).
- Endorsements: H (Hazmat — TSA approval required), N (Tank Vehicles), T (Double/Triple Trailers), P (Passenger — skills test + Application for Chauffeurs/Passenger), S (School Bus — must first obtain RI School Bus Certificate), X (Hazmat + Tank combo).
- All fees include a $3.50 technology surcharge. As of January 1, 2026, several motor vehicle fees increased.
- CDLs valid for maximum 5 years. CDLs expired for 5 years or more cannot be renewed — must retake all tests.

Non-Domiciled CDL Information
Important information about non-domiciled commercial driver's licenses in Rhode Island.
Federal regulations on non-domiciled CDLs are changing rapidly. The information below reflects the latest known state actions.
As of December 12, 2025, and until further notice, the Rhode Island DMV cannot issue any non-domiciled Commercial Driver Licenses. This suspension covers ALL non-domiciled CDL transaction types: new issuance, transfers, updates, duplicates, renewals, knowledge tests, and skills testing. This is a complete halt of all non-domiciled CDL services at the Rhode Island DMV. Under federal regulation 49 CFR 383.71(f)(2)(i), non-domiciled CDLs are issued to individuals who are domiciled in a foreign country or in a U.S. state that does not issue CDLs. Rhode Island previously participated in this program. This aligns with the broader FMCSA final rule published on February 13, 2026, which limits eligibility for non-domiciled CLPs and CDLs to foreign-domiciled individuals holding specific employment-based nonimmigrant statuses (H-2A, H-2B, and E-2 visa holders). English Language Proficiency (ELP)

Rhode Island does not currently administer a separate state-level English Language Proficiency (ELP) test for CDL applicants. However, all Rhode Island CDL holders are subject to federal ELP enforcement, which took effect on June 25, 2025. Under this enforcement, roadside inspectors conduct a two-step assessment: first, a conversational interview in English — no interpreters or translation tools are permitted — to evaluate whether the driver can communicate sufficiently in English; second, the driver must demonstrate the ability to read and interpret standard U.S. traffic signs. Drivers who fail either step of the assessment are placed out of service under CVSA guidelines. Rhode Island CDL applicants should be prepared to demonstrate English proficiency during any roadside inspection or compliance review.
