CDL Requirements in Wyoming
- To obtain a Commercial Driver License (CDL) in Wyoming, you must meet the following eligibility requirements:
- Must be at least 18 years old to apply for a CLP or CDL. Age 18 permits intrastate (within Wyoming) commercial driving. Federal regulations require age 21 for interstate commercial driving in non-excepted operations.
- Must hold a valid Wyoming classified driver's license prior to applying.
- Must provide one proof of identity (originals or certified amended originals), proof of Social Security number, and two proofs of current Wyoming residence.
- Non-citizens may present valid permanent resident card, valid employment authorization document (EAD), or valid foreign passport with U.S. visa.
- Must obtain FMCSA physical examination from National Registry-certified examiner (unless exempted). DOT medical certificates must be on approved FMCSA form. Vision standard: 20/40 with or without corrective lenses; horizontal vision at least 70 degrees each eye. Wyoming offers State Medical Review for intrastate-only applicants not meeting federal standards.
- CLP: Must appear in person. Must pass CDL General Knowledge written test plus applicable endorsement knowledge tests. CLP valid for 365 days (1 year). Fee: $45. CLP holder must be accompanied by CDL holder in front passenger seat.
- ELDT required as of February 7, 2022 for all new CDL applicants, CDL class upgrades, and S, P, or H endorsement additions. Training through FMCSA Training Provider Registry. Grandfather clause: those with CLP/CDL before February 7, 2022 are exempt.
- Skills test: pre-trip inspection, basic controls, on-road driving. Fee: $85. Knowledge/written tests: free.
- CDL Classes: Class A (GCWR 26,001+ lbs, towed vehicle over 10,000 lbs), Class B (single vehicle GVWR 26,001+ lbs), Class C (16+ passengers or hazmat placarding).
- Endorsements: T (Doubles/Triples), P (Passenger — age 18+), N (Tank Vehicle), H (Hazmat — FMCSA Security Threat Assessment and fingerprinting required), X (Tank + Hazmat combo), S (School Bus — age 18+). Hazmat written test must be retaken at every renewal.
- Fees: CLP $45; CDL $55; Skills test $85; Knowledge tests free.
- CDL validity: 4 years, renewed every 4 years. Once every 10 years, in-person renewal required. Must present valid DOT Medical Certificate at each renewal.

Non-Domiciled CDL Information
Important information about non-domiciled commercial driver's licenses in Wyoming.
Federal regulations on non-domiciled CDLs are changing rapidly. The information below reflects the latest known state actions.
Wyoming does not appear among the states that actively issue non-domiciled CDLs. The Wyoming WYDOT CDL pages make no mention of a non-domiciled CDL program. A notable Wyoming-connected event triggered federal action on non-domiciled CDLs: on February 14, 2025, a driver holding a non-domiciled CDL was involved in a multi-vehicle crash inside an I-80 tunnel in Wyoming, resulting in 3 fatalities and 18 injuries. This incident was formally cited by FMCSA as a key justification for emergency federal rulemaking. Under the FMCSA final rule published on February 13, 2026 (effective March 16, 2026), eligibility for non-domiciled CLPs and CDLs is limited to foreign-domiciled individuals holding specific employment-based nonimmigrant statuses (H-2A, H-2B, and E-2 visa holders). States must use the SAVE federal database to verify immigration status and retain applicant data for at least 2 years. Non-domiciled CDLs/CLPs may not be issued for longer than 1 year. English Language Proficiency (ELP)

Wyoming does not currently administer a separate state-level English Language Proficiency (ELP) test for CDL applicants. However, all Wyoming CDL holders are subject to federal ELP enforcement, which took effect on June 25, 2025. Under this enforcement, roadside inspectors conduct a two-step assessment: first, a conversational interview in English — no interpreters or translation tools are permitted — to evaluate whether the driver can communicate sufficiently in English; second, the driver must demonstrate the ability to read and interpret standard U.S. traffic signs. Drivers who fail either step of the assessment are placed out of service under CVSA guidelines. Wyoming CDL applicants should be prepared to demonstrate English proficiency during any roadside inspection or compliance review.
