The shippers package hazardous materials, they must certify that this was done according to the regulations. The only exception is when:

About the HazMat Test in Georgia
The HazMat endorsement test is required in Georgia for drivers who transport hazardous materials. It covers placarding, labeling, loading procedures, emergency response, and compliance with federal hazmat regulations. A TSA background check is also required.
