The shippers package hazardous materials, they must certify that this was done according to the regulations. The only exception is when:

About the HazMat Test in Illinois

- The computerized General (Core) Knowledge test is 30 randomly drawn multiple-choice questions. You need at least 80% on each applicable test — except the school bus test, which needs 90%. Tests are given in English only, though you may ask for an audio format in which the computer reads the test aloud. A passed knowledge test stays good for a maximum of one year. Source

- Illinois runs a three-strike ladder: fail the same exam three times and you wait 30 days, three more failures (six total) means 90 days, and three more after that (nine total) means a year from the last failure.
